Shard Drops during Spanking Spandex

I had a hard time getting enough shards to drop to get both Masterful Marid and Hellion.  I had to burn through some of my gold in order to earn the necessary shards.  Haven't had to do that before with the other start of month events since I began playing.  Usually get both girls with some villain fights to spare.  What are the drop rates of shards during these events?  Were they lowered deliberately, or accident caused by an update messing up the code for the drop odds?

Recorded drop rates in classic events are 10% with each drop giving between 2 and 8 shards. That way the usual number of fights are between 150 and 300 per girl.
