It will certainly come when the game gets released officially. For beta testers as of now, there's already the dedicated Discord. It's the latter, and while we're on this necropost, I'll clarify that since the post I made 3 weeks ago in this thread, it's been confirmed by Kinkoid there won't be a PSH forum.
