The GBA port is better because it has a lot of extra content designed for advanced players after you beat Kefka, and allows you to finish the final boss ad infinitum, which lets you steal an unlimited number of OP weapons that would normally be accessible only once on the SNES version. I can't tell you where to get ROMs because legal reasons. Just Google "Final Fantasy 6 Advance rom". Emulators on the other hand are entirely legal, and I recommend this one. The art is pretty damn good. When well-drawn porn has a decent story behind it (and in this case a very long one), it's more a work of art for me than pornographic. For me the game is fun and I like the anticipation of the story line. I am a min/maxer type of gamer and this game provides everything I like. Stats to max, Girls to collect and upgrade, Time vs money mechanics. They sexy artwork is a big bonus.
