I have had the same thing just about a week ago. I emailed the support email and have not had any response as of yet.

the work around i'm trying is that if you put them on a team and win a harem battle round the XP gained pushes them up to the correct level.

On several Harem Girls as I have made the last few levels I cannot spend XP items on them. They show as maxed on the store screen, but not at the current level. On the Harem screen they show as requiring XP, they seem to be exactly at level.
