why is bremen so low level??

So i just got to hamelin town, and i gotta ask, why did it go from silvanus being level 170 and giving nearly 20k per win to bremen starting at level 70 and not even giving 10k? It seems like a randomly sharp drop after the villians have been getting higher and higher level to go back to a level from like 4 worlds ago. Are all the rest if the villians super low level? Am i alone in thinking this is weird?

Nothing unusual about it. Every villain is starting off at a significantly lower level than the maximum level of the previous one. 170 is Silvanus's maximum; he himself started off at 55.
