I think if we level up you should always refresh the energy and battle. there is. it was tested on the test server, and if you get an energy refill every level, then everybody would finish the story way too fast, and there would be an even bigger player base being disgruntled because they have to wait for the new quest. so after the first ten levels (which do give a refill) they stopped the refill after every level and made it after every 10th level.
