No stat points offeres when level up or version update？

@jelom Of course I set the blue button x1 when I leveled up, and I can fonfirm I can't but any stats when leveled up. -
After I leveled up this time， I found I can't upgrade any stats points in market. So it's a version update or a bug?

I use a Japanese version in game. The issue I encounter is that I got the banner in 16 Oct, but the banner disappeared from 17 Oct. I didn't use any adblockers, nor click the "not want to see the banner any more" button. Besides, I even can't get the banner after cleaning my web cookies.
