It's very possible. However, you need to be very active and likely need to spend, or be super high level. Not everyone can reach maximal level in everything in things, and you've got pick and choose where you can push and where you won't.. A) you aren't meant to max it out. Its aimed to reach tier 51, which is the final reward of any real value B) You can purchase additional kisses in bundles or with kobans if you really want to go further.
