Epic or Event Pachinko?

New player here. Should I spend my kobans on the epic or event pachinko if I want Legendary harem girls? Thanks

Neither. What you really want are 5 star legendary (or 6 star Mythic) girls, which aren't in either pachinko.

The 5 stars do occasionally show up in Mythic Pachinko, but that can be quite costly.

5 star legendary girls are available from the Legendary Days event which happens roughly every other month.

If you mean using legendaries for your battle team, in the first stage of the game (when you are low level and have few girls and resources), you should upgrade your 5 stars common girls. Legendary are too costly for you at that stage

Between Epic Pachinko(EP) and Event Pachinko(EvP) the best option is Epic Pachinko's "10 games" option(x10 EP).
Why? First, EP's option to play 10 games guarantees you a girl for 5400 kobans and gives you a reroll option for 600 kobans if you don't like the girl. Rejected girl get removed from the pool so you'll never get her from that reroll and that reroll could be multiple times until there's only 1 girl left basically. But it's best to use it only if you want to avoid someone and not if you're aiming at someone specifically. Single spin option of Epic Pachinko has a low drop rate(estimated at 5%), so it's better to use x10 EP. And the Draft option for the same price as x10 EP and 1 reroll gives you the same 1 girl, but with the choice only between two girls and no rerolls and no items, so again x10 EP is better than Draft EP. Second, Event Pachinko(EvP) has the price of 1800 kobans, which basically means that you have to get the girl in 1 or 2 spins of EvP to get her at lower price than in x10 EP game and at 3 spins to get it at equal amount of kobans. But the drop rate for EvP is 22.5% which means that on average you will get the girl at higher price than at x10 EP. Third, all that was said about getting the girl. For getting the Legendary girl specifically the Epic Pachinko is once again a better option, because most of the girls there are now of Legendary quality, while the girls in Event Pachinko depend on event and on average has lower chance of being legendary girls.
(the koban prices are for hentaiheroes. if you play on nutaku the prices are different, but the difference between prices is the same)

Now, about the second part. If you want Legendary harem girls your best bet is Orgy days. During those days you can get Legendary girls with 10% drop rate and with 1-12 drop range. And even if you spend kobans on combativity(fists) refills you will still get that girl at better price than at x10 EP. The next best option is Epic Days, which again has a lower price on average for getting the girl through refills of combativity(fists). Well, on average, you can still get the girl at higher price than x10 EP, but the chances of that happening are pretty low. Still, even with that you will know what you're getting which isn't the case for x10 EP.

And the last part on which other players have already commented. If you want strong girls - you need 5 star Legendary girls. Your best bet at getting them is Legendary Contests and a lucky drop from Mythic Pachinko if one is available there. Legendary days is a good way of getting them, but with the lowest drop range(outside of Mythic Days) it will require a lot of kobans from you.

Like many of the other folks, I'd say your goal should be to spend on neither longer term, but of the two, Epic Pachinko is far better, for the reasons Bomba posted. I tend to view the 5400 Kobans price in Epic Pachinko as the list price for a girl; note that it's very possible to get them cheaper.
