I can't even attempt to get shards for Bunna, because she just doesn't show up as one of the girls you can get from Finalmecia - doesn't matter which tier I switch to... I can only get the 3 original girls from Finalmecia..

Shards are limited and are replenished every 2 hours.

No they did not. When there are no shards in the pool, Bunna doesn't appear in Finalmecia's potential drops, because she is not a potential drop. She is only there when there are shards available, because that's the only time she can potentially drop.
