public test server: how to avoid "people shifting there for free monthly card"

Somewhere I read the concerns that people switch to public test server because there you have a free indefinite monthly card.

Yes, that sounds reasonable.

So my suggestion: don't start there any events unless you need them for a specific test purpose. 

Just quit stuff like epic days, legendary days, even normal events - unless you need test data. 

(Because I think this is easier than removing girls as rewards from an event)
